Basewide Area Development Plans

In 2015, HB&A was engaged under an existing environmental task order to develop the final 10 Area Development Plans (ADPs). Each of the 13 total ADPs was strategically developed as a standalone document to guide the base’s development priorities and phasing actions within each district while also fitting seamlessly into a single comprehensive basewide plan with a 20-year outlook.
The series is notable for its basewide scope, allowing for smart decisions and innovative problem solving that span across district boundaries, and for its emphasis on capacity planning for public-public; public-private (P4) partnership opportunities as part of the Air Force Community Partnership (AFCP) Initiative. Each ADP recommends, sites, and justifies the consolidation of maintenance, operational, housing, and community functions; creating a great community that is effective for operational needs, efficient on infrastructure, and offers a high-quality living environment throughout the base.
In addition, the series was integrated into the web-based master plan platform that was developed as part of the 2013 IDP planning effort. This software allows personnel from the 436th Civil Engineer Squadron (CES) to easily update and maintain its plans as project priorities shift or as projects are completed.
